5 minutes with pen and paper will prove that wrong though. A larger transformer will allow the caps to charge up faster on the charging parts of the rectified sine wave, but the cap size and the load only will control how low the cap discharges on the other part of the cycle.It look to me you just proved him right

how I understand it:

First it applies only to Docs design where main difference between amps is size of transformer and size of heat-sink
also the word need suggest minimum to operate correctly
and there is a difference between minimum and optimum
that's all on top of cost effectiveness that applied to all NVA
