Maybe it's a typo and they left out the words "active amplification" - as in no active amplification electrical components.

Those 3 carbon fibre tubes are all very well, but what's inside them?
I have a hunch it's something disappointingly simple / inexpensive.

I genuinely think they mean it contains nothing but bullshit.....

Anyone who can sell a box containing nothing more than a couple of wires as a mains conditioner should be selling fridges at the North Pole.
