I'll chime in with the obvious "New Rose" by The Damned, and The Saints' (I'm) Stranded album, just to get 'em out of the way.
It does, of course, depend on your definition of punk, and whether you consider American "punk" to be proper punk. In America, The Stooges and MC5 both released albums in 1969, and even before those bands were The Monks. Garage? Punk? Both? Neither? Definitions.

The Monks, American band in Germany, would be the one I'd go for.
I don't see "Funhouse" lp by Stooges as being punk at all.
Here in Canada the hype is that the Hamilton band, Simply Saucer, was one of North America's earliest PROTO-punk bands. Back in the day they did a downtown rooftop concert (alla The Beatles). I was across the street then. I don't recal hearing punk in the slightest - it was wild improv, jams and Krautrockish.Early "space-rock" (as the band name implies).

The New York Dolls inspired some of the early punk acts.

Reason I asked is because whenever I hear early Kinks (particularly "you really got me") I start think of punk
