May have been me as well - cough - ... The Doc will need to confirm, but try running a thin stranded wire from Phono 2 earth terminal to a convenient deck-plate screw. May do nothing at all but shouldn't make it worse.
Remember, Rega RB arms were designed to be quickly mounted to laminated WOODEN COMPOSITE plinths. Metal mounting plates may not be the way to go and I think Michell use Perspex and NAS have wooden frames.
£350 for a GOOD PL71 is a good price these days and like the Techie, there's a user base who can assist. I didn't know 'we' have shuggie (Hugo) here, but I'd flog the Techie and buy his PL71 I think, rather than keep the techie and w@nk around with an Ammonite based Jelco (the PL71 arm is superior IMO and even the old simpler Rega R200 was actually one of the best detachable shell arms).

I can confirm Mitchell use metal arm mounts but now have effective isolating bolts and an earth wire to the chassis. Stock Rega and their own Technoarm work fine without hum.

All I can do is check it out, but I don't think it is a fault in the NVA. I said to you earlier in the conversation nva is different, it is class II so earthing is different. The only point apart from the returns on the connecting leads that are earth is the green terminal. It needs a wire form there to somewhere, did you try it in a 13 amp plug earth the way I suggested. Or between there and the TT or the arm.
