Real snow is not 4 inches it is 4 feet. Somehow everywhere in the world that gets real snow gets by with out too much disruption, everyone gets on with their life they are used to it. It starts to snow in the UK everything starts to break down, the country grinds to a halt, people drive at 5 mph even though it hasn't settled.
In Russia outside of the city centres people have three sets of wheels. Normal tyres, winter tyres, and chains, nothing stops their old rattle bucket Ladas.

Quite right Doc. I have two Brothers-in Law living in Canada, one in Prince George, BC and the other in Kenora, Ontario. They'll clear 3 feet of snow one morning to get out and then the same next morning and so on throughout the winter..
Must admit our useless media and weather forecasters don't help by over exagerating and hyping the forthcoming doom, "Big freeze" etc. All bloody
Of course most council's don't help not preparing properly or hey have the wrong grit etc. We can always count on pathetic excuses anyhow

Also many "motorists" haven't a clue how to drive in slippery conditions and then panic if they feel their car slide.
Used to ride to work and back on two wheels (motorcycle) when younger and only fell off once or twice on ice and snow. Did that until I was 25 when I finally could afford a car.

Arriva Trains Wales suddenly had a problem with their rolling stocks wheels in the snow, so it must have been highly corrosive snow!

The big problem around here with the Southeastern Metro (N Kent) service is in the morning the doors are frozen closed. You would have thought they would think and leave the current and the heating on all night in the carriages. OR / AND on nights that are likely to do it go around at night with an antifreeze spray and do the bottom of the doors as that is where they get stuck, much easier than gangs of people in the mornings with hammers and chisels to try and get some sets out on turn.
In the old days with slam doors it didn't happen as bad, you could always pull those doors open.
