No it isn't, (assuming you mean 'beholden', as 'begotten' makes no sense). The Crown Prosecution Service advises:
'If you witness a crime you have a vital role to play in bringing the criminals to justice. You may well be feeling upset and have doubts about reporting what you have seen. There is no legal obligation to contact the police'
And the police advise the same:
'Whilst there is no legal requirement to report a crime, there is a moral duty on everyone of us to report to the police any crime or anything we suspect may be a crime.'
All I linked to was Trading Standards *asking us* to tell them about things like this, as that is their job.

I have dressed the links to allow the SPECs to rest lightly on the rear plinths, with a large sorbothane footer placed on top largely to hold it in place.
