I'm with Richard here, having similarly looked at the somewhat opaque law and asked for clarification.

If you manufacture goods containing cadmium, even if just assembling kits for money, you are liable for the lifetime of the product. Same goes for any none rohs parts. It's totally legal to sell them, but they must be marked as per hazardous substance guidelines.
But that is not what Richard said, he said
it is illegal in the UK to use / build them into product you are being paid for and sell it.

It's never as black and white as that.

You are correct for the most part and concentrations of cadmium are currently limited to <100ppm in general electronic components for a number of years, but the latest restrictions do not come in place until October this year.

There are certain electronic components that are still allowed to be produced with cadmium containing compounds up until this point (exemption 39 for display technologies until October and a whole raft of others 7c-II, 8b, 15, 21 and 29 specifically for medical devices which are continuing).

I hate Lead being compared with Cadmium, they are completely different. Lead is accumulative and is not directly poisonous. Any of us born during the Lead in petrol era are full of it, yet if it was that poisonous most of us would be dead. It effects brain development as we grow up. Cadmium just kills like a real poison, enough swallowed or breathed in and you die of liver and kidney failure.
