Strangely I was trying to fit that blokes torso and head onto a rather fetching pair of pins with bobby socks - hmmmmm.

If you know who (and in some cases what) they are then those names should give you the first and last letters of the album title, that's if this huge chunk of Dave Gibbons' cover art doesn't give the game away on its own.
Extra clue: It was a nineties debut album.
