Pah! Fusion can't be a strictly defined genre. If you find traces or really prominent pieces of different genres in one song, it's fusion.

Yes, the departure point has to be (modern) jazz and rock.
I would go so far to say rock is the larger concentration - it is jazz encorporated in a rock idiom. (I would call fusion that is jazz heavy, jazz-fusion.
Most times, unlike prog, fusion has a FEEL of improvisation/spontenaity.

Thank you, your answer enforces my feeling, that I have no point of jumping in round 10. There's no British band I know belonging to that genre.
