There are plenty of bands where one member is the stable factor: The Byrds, Camel, Yes & Asia for instance.

Complete line-up changes are less common.

Depends how many members change. If they die you have to replace them. Changing lead vocalist or guitarist is a difficult one. Sometimes it has worked which doesn't mean some original fans won't accept it. There has to be more than one original member for me probably with exception of KC or other bands were they are one man's dominant vision who is the main songwriter.

If Jethro Tull counts where Ian Anderson was a member, or the member, through the whole time, I take Steve Harley and Cockney Rebel, where, except of Steve Harley, only the drummer Stuart Elliott had the nerves to stay.
