Musical Cousins

Pieces of music generally reference other peices of music in some way, and so we have a range from musical genres to outright copying.

So, we have The Beatles 'Twist and Shout' and Los Lobos' 'La Bamba'
or 'Lady Madonna' and Humphrey Littleton's 'Bad Penny Blues'

I'm trying to work out the relation (if there is one and it isn't all in my head) between Amy Lavere's 'Last Rock and Roll Boy to Dance' and Elbow's 'An Audience with the Pope'. It's that descending theme which the Elbow songs starts with which is in the chorus of the LaVere song.

I have a feeling that both reference something else but what is it?
