Two flat pins is a US standard of old, but was used over here as well until a few people got shocks from exposed pins (or, in my case, a faulty plug moulding exposing the back of one of the pins!). Assuming the deck really is to UK voltage spec, cut the plug off and fit a proper UK 13A plug with 3A or 5A fuse for safety.
I can't remember, but the PL71 may have voltage switching on the back, or at least a label somewhere telling you the mains voltage it's set up for.
P.S. The Docs PL71 is SILENT through the speakers using either an SPU into a Phono 2, or the Empire 1000GT into a Phono 1. There are three cables going to the phono stage, left channel audio, right channel audio and a separate earthing wire from terminal on the back as mentioned above, to the green earthing terminal on the phono stage...

For the third time, is it volume dependent.
If so then we need to turn the TT over (it can rest on its lid) but remove platter first. there is a fibre board base with lots of screws. I have seen three distinctly different variations so if you can take a pic and put it up here I will talk you through it.

Ah! one more thing what cable are you using between the TT and Phono 2 is it SSC or another shotgunned cable. Shotgunned cables are not good for this job they will hum especially with MC. I use SC for my PL71. Or I have half TIS which is a single non shotgunned version of TIS, that works even better.

While we are at it another earth test you can try is to get a piece of wire and wire it onto the earth pin of a 13amp plug and wrap the other end on the terminal at either end of that earth lead. Obviously plug it into a 13 amp socket and see if that cures or changes it.

I have trued numerous cables. Here is the voltage plaque on the rear...
