eh , the law to allow recording is an EU idea ,thus you are using an eu idea you agree with to bash the EU .

The Netherlands has a tax called the 'thuiskopieheffing' to compensate for the loss in artist royalties. This applies to CDR, DVDR, e-readers, external HDD, portable audio/video players, smartphones, tablets, laptops & PC's.
The purchase price is raised by up to 3,50 euro. Whether this has any serious effect is debateable, but it shuts up the copyright and royalties lobby.

Dutch have said harm will manifests itself in the sale of copying devives therefore tax them .
uk tory government , adverse to tax rises as decided that no harm will stem from 1 copy per person per purchase and now find themselves in a mess .
it also shows how the EU does not dictate to anyone country how things should be done .

I understand I can make as many copies of a given CD so long as that copy is for my own use, whether in mp3 format, or a CD copy for the car. I'm not selling-on what I've bought, just making repeats for playing on whatever players I have. For example... my girlfriends new in-car unit is USB ONLY! There is no CD or tape unit at all.

Under the Dutch rules this would be covered by the surcharge on memory devices (also USB sticks). Back in the 80's when we all taped albums on cassettes to play in the car, that was also deemed illegal - but no-one ever got arrested for it, as far as I know.

I pay extra for recordable "music" CDs to use with my CD recorder (vinyl to CD for the car). I thought this was a tax to remunerate the artists?

I had a Phillips a while back for the same purpose, (Long gone) I fancy getting another.
