Instead of a rotating variable resistance (normal pot) a stepped attenuator has fixed, matching pairs of resistors for each 'step' so you 'click' from one level of resistance to the next - increasing or decreasing the signal's volume strength.

You will notice a difference with the stepped attenuator - but it takes a while to get used to 'clicking' between volume settings.
