I always considered Saga lowest echelon. Stadium-type.
I have the first 3 lps. Don't think much of them. Its light, fun-prog. Pedestrian but not as horrid as , say, Klaatu.

And, of course, Beaver & Krause. Their lps box set, The Nonesuch Guide to Electronic Music, was out in '67 and is basically a sound sample MANUAL for the moog.(With one sidelong composition by them) They took one of Bob Moog's first synths to Monteray Festival where they had a demonstration boot...

As to the bands you mention being prog: First Procol Harem lp is an absolute KILLER lp - one of my top ten faves of all time - but its not prog. Its baroque-rock.
